feat(skills): add agent-sandbox platform skill (#20)

Browse Source 
Add the project-local dsh-agent-sandbox-platform skill covering platform operations, the optional agent-sandbox MCP server, feature-extension recipes, and a read-only preflight. Document project skills in README, docs and AGENTS.md.
